PHOENIX, Ariz. — A Yuma business owner has pleaded guilty in a federal tax evasion case, the U.S. Attorney’s Office for the District of Arizona announced Tuesday. Philip Kevin Clark, 61, admitted to failing to pay nearly $400,000 in employment taxes that he withheld from his employees’ paychecks between 2017 and 2021. He owns a water company based in Yuma.
