West Virginia Court of Appeals upholds Fayette County Circuit Court ruling in Raylee Browning case

Charleston, WV (WOAY)-The West Virginia Supreme Court of Appeals agreed to uphold Fayette County Circuit Court’s 2022 ruling in a case involving the death of 8-year-old Raylee Browning.  Court officials indicted the girl’s father, Marty Browning, his wife, Julie Titchenell, and her sister, Sherie Titchenell, for one count of death of a child and child neglect resulting in death.  The jury acquitted the defendants of abuse charges in a six-day jo…
