Why some people love, and others oppose, the new Cottonwood Canyon trailhead fees

The Uinta-Wasatch-Cache National Forest has been slowing rolling out a parking permit fee program at trailheads throughout the Wasatch Front. At least 80% of the fees stay within the district in which the permit is purchased, the agency says, and is used to makeup budget gaps for trail maintenance, conservation efforts and even toilet paper. Some visitors say they don't mind paying the fee, but others worry about it making nature "elitist."
