RUSSIA, AUG 8 – Putin held regular talks with U.S. presidents from Bush to Biden to manage arms control and conflicts despite relations hitting Cold War lows, officials said.
Vladimir Putin and Joe Biden met once as presidents in Geneva in June 2021 amid growing tensions over Ukraine.
This meeting followed escalating strain from Russia's 2014 illegal annexation of Crimea and allegations of 2016 U.S. election meddling.
Putin and Biden exchanged mutual respect but reiterated their starkly different views on issues including Ukraine, sanctions, and domestic crackdowns.
Biden warned of imposing sanctions should Russia proceed with an invasion of Ukraine, while Putin insisted on assurances that Kyiv would be barred from joining NATO; their three-hour discussion ended without any significant agreements.
Contacts ceased after Russia's full-scale Ukraine invasion in early 2022, leading to the lowest point in U.S.-Russia relations since the Cold War and global sanctions.
