WEST SPRINGFIELD — After a string of troubling door-to-door encounters — including one that left a former councilor shaken just weeks ago — West Springfield officials have moved to tighten the rules on who can knock on residents’ doors.Officials said complaints about persistent and, in some cases, alarming encounters with salespeople prompted the changes.
