The Office of the United Nations High Commissioner for Human Rights (OHCHR) said that, two years after the advisory opinion of the International Court of Justice that the Israeli presence in the Occupied Palestinian Territory was illegal and must be terminated as soon as possible, settler violence and the expansion of the annexation of Palestinian territories in the West Bank were worsening.
