The National Weather Service issued a weather alert at 1:55 a.m. on Wednesday for black ice until 7 a.m. for Northern Lycoming as well as Potter, Tioga and Sullivan counties.“Icy spots are possible early this morning especially on untreated roads, bridges, overpasses, and sidewalks. Motorists should use caution and be prepared for changing driving conditions,” says the weather service.
