Across Middle Tennessee, District 7 voters placed their ballots for the special primary election on Tuesday.  Turnout was slow through the morning in Fairview and Franklin. By 9 a.m., two hours after the polls opened, only 18 voters had shown up at Hillsboro Middle School.
