- Identified as A.P. and M.P., the couple was recording ICE agents at a Hillsboro Safeway on October 7 when officers allegedly began following them. The complaint states agents chased the vehicle, boxed it in, and an officer used a knife to puncture the tire.
- "The right to record publicly visible law enforcement activity is fundamental to our democracy," said Scarlet Kim, senior staff attorney with the ACLU's Speech, Privacy, and Technology Project. She argued such videos expose abuses and hold government accountable.
- Nationwide, the ACLU has identified a pattern of retaliation against those recording federal operations. Similar incidents involving surveillance and harassment have been documented in Memphis, Los Angeles, Chicago, and Minneapolis over the past 18 months.
- Attorneys demanded institutional reforms to ICE training and oversight to prevent further abuses. The Department of Homeland Security did not immediately respond to requests for comment regarding the investigation demand.
