NRC Proposes Dropping ALARA Radiation Rule in Nuclear Overhaul
The proposal would replace a long-standing safety principle with dose-based limits and could save the industry about $9.53 million a year, the NRC said.
- On July 1, 2026, the Nuclear Regulatory Commission proposed eliminating the ALARA radiation standard, bundling this change within a 553-page licensing overhaul designed to modernize safety oversight and siting practices.
- This regulatory shift implements President Donald Trump's May 23, 2025, Executive Order 14300, which directs the agency to reform operations and quadruple U.S. nuclear generating capacity to 400 gigawatts by 2050.
- The agency estimates the overhaul will save the nuclear industry about $9.53 million annually, though documents show the ALARA removal could increase projected fatal cancer cases from four to nine per 10,000 people over 70 years.
- Nuclear safety advocate Edwin Lyman of the Union of Concerned Scientists warned the change encourages "sloppier practices," while NRC Chair Ho Nieh defended the proposal as "raising the standard for regulatory clarity, not lowering the standard for safety."
- Agency officials are targeting commission review of a final rule around the end of this year or perhaps early next year, as they evaluate public comments on the modernization package.

NRC Proposes Landmark Reactor Licensing Overhaul, Bundling Decades of Modernization Into One Rule
The Nuclear Regulatory Commission (NRC) has proposed what may be its most consequential reactor-licensing overhaul in a generation, a 553-page rulemaking that seeks to rewrite core pieces of the regulatory framework governing how commercial nuclear plants are sited, licensed, built, modified, operated, renewed, fueled, and ultimately decommissioned. Issued July 1, the proposed rule, “Modernizing Reactor […] The post NRC Proposes Landmark Reactor…
