US Army selects Titan, REalloys to build critical mineral processing sites
The projects target graphite, lithium and boron processing as the Army seeks to reduce reliance on foreign suppliers, officials said.
- On Thursday, Titan Mining Corporation's subsidiary, Empire State Mines, LLC, received U.S. Army Conditional Selection Notices for Enhanced Use Lease opportunities at Pine Bluff Arsenal, Arkansas, and Anniston Army Depot, Alabama.
- President Trump's Executive Order 14241, signed in March 2025, directed the Department of War to use Enhanced Use Lease authority to establish commercial mineral refining enterprises on military bases to counter foreign supply chain dependence.
- Titan plans to design and operate the Kilbourne Graphite Purification Plant at Pine Bluff and Anniston, which the company said "directly challenges China's near-total control of graphite processing" and its more than 90% share of global capacity.
- "These awards mark a turning point in ending America's dependence," said Titan President and CEO Rita Adiani, while Army deputy undersecretary David Fitzgerald stated the objective is making supply chains "more robust and more resilient."
- Construction is targeted to commence in H2 2027 as part of the Army's Strategic Capital Initiatives program, which also includes companies like ioneer Ltd. and Energy Exploration Technologies Inc. pursuing critical mineral processing on military installations.
