US and Ukraine sign natural resources deal and agree to establish investment fund
- On Wednesday, the United States and Ukraine signed a long-term minerals and natural resources investment agreement in Washington to establish a joint Reconstruction Investment Fund.
- The deal followed prolonged negotiations and a two-month delay, stemming from initial Ukrainian concerns over terms favoring U.S. Interests and U.S. Demands for compensation in rare earth access.
- The fund, equally owned and managed by both countries with 50 percent voting rights each, will invest solely in Ukraine’s mineral, natural resource, and related infrastructure projects, while Ukraine retains full sovereign control of these assets.
- Treasury Secretary Scott Bessent stated the partnership will mobilize American capital, talent, and governance standards to unlock Ukraine’s growth assets and accelerate economic recovery, while Economy Minister Yulia Svyrydenko emphasized attracting global investment to Ukraine.
- The agreement aims to enhance bilateral economic potential and signal Ukraine’s reliability to partners without changing Ukraine’s EU integration course or compromising legal sovereignty, with tax exemptions and U.S. Government support secured through the International Development Finance Corporation.
