- On Oct. 4, a drone attack struck the Kirishi Oil Refinery in Russia's Leningrad region, sparking a fire that Regional Governor Alexander Drozdenko confirmed was extinguished.
- Kyiv says oil refineries are legitimate military targets because they fund Moscow's war effort, and Kirishi Oil Refinery was struck before in September and March 2025 and March 2024.
- Kirishi is one of Russia's largest refineries, opened in 2017 and located more than 800 kilometers from Ukraine's border, processing about 21 million tonnes annually and producing about 30 types of petroleum products.
