UP Anti-Terror Squad Arrests Two Linked to Pakistan-Based ISI; Used Social Media to Radicalise Youth

- On Thursday, the Uttar Pradesh Anti-Terrorism Squad arrested Tushar Chauhan alias Hizbullah Ali Khan and Sameer Khan in Noida. Officials allege the pair conspired to carry out terrorist activities at the behest of the Pakistani intelligence agency ISI and affiliated gangsters.
- Pakistani gangster Shahzad Bhatti and associate Abid Jatt recruited the pair via Instagram, promising financial incentives to destabilize India. Handlers encouraged the men to establish "sleeper cells" and conduct reconnaissance of sensitive locations to prepare for future attacks.
- Bhatti instructed Tushar to execute targeted killings and grenade attacks, offering Rs 50,000 upfront with Rs 2.5 lakh upon completion. Police recovered a pistol, five live cartridges, and a knife from the accused following detention.
- Authorities registered a case at the ATS Police Station in Lucknow under the Bharatiya Nagarik Suraksha Sanhita , the Arms Act, and the Unlawful Activities Act . Both men were produced before the court, and investigations continue.
- Sameer was reportedly tasked with spreading propaganda, including writing "TTH " slogans on walls while recruiting others. The duo allegedly conducted reconnaissance and issued threats during conference calls involving Pakistani handlers.
