Two experts conclude in a report to the dana court that Mazón must have declared the catastrophic emergency

The criminal investigation being conducted against two senior officials of the Valencian Generalitat (Generalitat Valenciana) for their actions during the terrible disaster that, six months ago, caused the deaths of more than two hundred citizens and incalculable damage to the community, is demonstrating the ineptitude and negligence of both.

They conclude that it is the president of the Generalitat who has assigned by law 'the direct and total responsibility of all the structures operating in the emergency Level 2.
