- Decades of fighting in the region have left eastern DR Congo battered by more than 100 armed groups, with this year’s M23 rebel seizure of Goma and Bukavu worsening a crisis displacing millions.
- Fighting on the ground shows ceasefire violations and a fresh offensive Tuesday in South Kivu, while a Congo–M23 deal and Qatar-led talks exclude M23 from Washington talks.
- Thursday’s pact will also build on a Regional Economic Integration Framework, with several African leaders attending and the U.S. Chamber of Commerce hosting American business leaders focusing on minerals, energy, and tourism, according to Yolande Makolo, senior adviser to President Kagame.
- Analysts say the signing is unlikely to yield rapid peace, as the DR Congo government will not advance economic progress until Rwandan troops withdraw and M23 continues expanding control.
