Trump administration wants to close the watchdog investigating West Virginia’s chemical disasters
The proposal follows a leak that killed 2 workers and injured dozens, while advocates say the board has issued more than 1,000 safety recommendations.
President Trump proposed eliminating the Chemical Safety and Hazard Investigation Board , arguing the agency duplicates work performed by the Environmental Protection Agency and the Occupational Safety and Health Administration .
Federal investigators arrived in West Virginia last month after a chemical leak at the Ames Goldsmith plant in Kanawha County killed two workers; advocates warn dismantling the CSB leaves industrial corridors like the Kanawha Valley more vulnerable to future disasters.
Unlike enforcement agencies, the CSB conducts investigations into the "root cause" of industrial incidents. Former OSHA official Jordan Barab noted the agency has issued more than 1,000 recommendations over its history, which companies and regulators often adopt to improve safety.
Congress has repeatedly rejected past attempts to eliminate the CSB, even as the administration proposes budget cuts to OSHA and federal mine safety agencies. Sen. Shelley Moore Capito, R-W.Va., has previously supported funding for the board.
Maya Nye, federal policy director for Coming Clean, warned that low-income communities face the greatest risks from industrial incidents, emphasizing that "every incident that occurs is 100% preventable.
