The town of Exeter could require a couple to obtain a special use permit before using their property as a short-term rental, a Superior Court judge has held. In an appeal of a decision by the town’s Zoning Board of Review, plaintiffs Mark and Tonya Hughes argued that Exeter’s special use permit requirement violated G.L.
