Toledo man says water crews ruptured line when restarting service after installing new meter

Rusty Brower said he got the new Toledo water meter installed last year. After the installation, a city worker turned the water back on. The water department told Brower he would have to pay for the fix. Nearly one year later, the water continues to leak out of the pipe underground.
