Penpa Tsering sworn in for a second term to lead Tibet’s government-in-exile
The Dalai Lama watched the swearing-in as Penpa Tsering won a second term after taking 61% in the preliminary round.
On Wednesday, Penpa Tsering was sworn in for a second consecutive term as president of Tibet's government-in-exile in Dharamshala, India, with the Dalai Lama present as Chief Justice Commissioner Yeshi Wangmo administered the oath.
Tsering's reelection followed February voting across 27 countries among Tibetans in India and overseas, marking the fourth direct election since the Dalai Lama transferred political power in 2011.
The Central Tibetan Administration represents an estimated 150,000 Tibetans in exile, including 91,000 registered voters: Buddhist monks in the Himalayas, political exiles across South Asian megacities and refugees in Australia, Europe and North America.
Tsering committed the administration to the Middle Way Policy, pledging to pursue autonomy through nonviolence and dialogue while continuing back-channel communications with the Chinese government with caution and steadiness.
Beijing's 2025 assertion that it must approve the Dalai Lama's eventual successor contradicts the Dalai Lama's insistence that only his India-based office holds that authority; Chinese Embassy spokesperson Yu Jing dismissed the exile administration Sunday as unrecognized by any sovereign country.
