Third Death in 44 Days at Texas ICE Detention Camp

Three detainees have died at Camp East Montana in less than two months, prompting calls for closure amid investigations into suicide and possible homicide, officials said.

  • On Jan. 14, Victor Manuel Diaz, 36, a Nicaraguan national, was pronounced dead at Camp East Montana, Fort Bliss-area detention facility, ICE said the death was a presumed suicide while the official cause is under investigation.
  • ICE arrested Victor Manuel Diaz in Minneapolis, Minnesota, on Jan. 6 during Operation Metro Surge, and processed him as having a final removal order on Jan. 12 before detaining him.
  • Contract security staff at Camp East Montana found Diaz unconscious in his room, and on-site medical staff with El Paso EMS pronounced him dead at 4:09 p.m. local time.
  • Rep. Veronica Escobar, D-El Paso, called for probes after Diaz became the third detainee to die at Fort Bliss, prompting renewed scrutiny and demands for answers.
  • The $1.2 billion Camp East Montana, on Fort Bliss, held 3,080 detainees as of Dec. 19 and faced scrutiny after nearly 90 emergency calls, ICE said.
