PORTLAND, Ore. (KOIN) -- Two men were shot to death at a Portland boat ramp early Saturday evening, police said. Shots were fired around 7:50 p.m. at the M. James Gleason Memorial Boat Ramp, 4325 NE Marine Drive. When officers arrived they found the two men were already dead.
