The Texas Department of Motor Vehicles requires valid, unexpired photo ID for vehicle registrations to curb illegal immigration, affecting an estimated 1.7 million undocumented residents.
- On Nov. 18, the Texas Department of Motor Vehicles issued revised guidance to county tax offices and notified licensed vehicle dealers on Nov. 19, with rules taking effect immediately.
- State Rep. Brian Harrison, R-Midlothian, drove the push this month, sending letters to Gov. Greg Abbott and the DMV Board after reports of undocumented residents registering vehicles.
- Dealers must now verify that applicants present one approved, unexpired photo ID such as a REAL ID-compliant driver’s license or ID card, valid U.S. or qualifying foreign passport with DHS documentation, or Texas License To Carry .
- Dealers and county offices reported surprise and scramble after the notice, with some counties like Waller already aligned while Harris County seeks state guidance.
- Harrison portrayed the rules as addressing safety and insurance problems, saying `We have been endangering Texas drivers for too many years. I think this has been one of the drivers of skyrocketing vehicle insurance premiums, as well as facilitating illegal immigration` and urging enforcement.
