On Wednesday, police in Columbus arrested Ka Nye Taylor, 20, in connection with the June 6 shooting at Toledo's Old West End Festival that wounded 12 people.
Toledo Police Chief Michael Troendle reported the violence stemmed from a dispute between 'two rival groups,' injuring bystanders ranging from teenagers to people in their 60s.
Eljay Crisp-Carr, 20, was taken into custody last week and also faces 11 counts of felonious assault, as does Taylor, for their roles in the incident.
Taylor will be transferred to Toledo for prosecution, while Mayor Wade Kapszukiewicz confirmed all 12 victims are expected to make a full recovery.
Toledo City Council is considering a proposed ordinance to establish 'Special Event Safety Zones' at future large-scale gatherings as officials address public safety concerns.
