Speed up £250 cap on leasehold ground rent, MPs urge
MPs say leaseholders have waited too long for reform and want the wider bill, including a ban on new leasehold flats, introduced sooner.
- A cross-party Commons Housing Committee urged the government to accelerate the planned £250 annual ground rent cap to late 2027, two months after the leasehold bill becomes law. Chair Florence Eshalomi said leaseholders have been "waiting for too long" for reform.
- Escalating ground rents exceeding £500 annually have left leaseholders with homes described as "unmortgageable and therefore unsaleable." Successive governments have signaled intentions to cap ground rents since at least 2017, yet meaningful action remained delayed.
- The committee questioned the government's proposed 40-year transition to zero ground rent, urging a 20-year timeline instead. MPs also recommended enacting missing Law Commission measures and establishing an independent regulator for property management agents.
- Housing Minister Matthew Pennycook insisted the government remains committed to dismantling the leasehold system by the end of this Parliament. The committee urged introducing the final bill in autumn 2026 to accelerate the £250 cap implementation.
- The Leasehold Reform Bill aims to ban new leasehold flat sales and promote commonhold as the default tenure. The committee said these measures would "make a significant step towards giving leasehold homeowners greater control of their buildings.
