Dewey County Emergency Manager Della Dearborn told the county commission at its April 8 regular meeting that she feels like she is on a roller coaster ride and not strapped in. She was referring to the freeze on FEMA (Federal Emergency Management Agency) funds, a major source of funding for state, county and tribal emergency mitigation and operations.
