CLARITY Act Faces Sept. 15 Senate Test
Supporters say the bill would set federal rules for digital assets and give the Commodity Futures Trading Commission new authority over spot markets.
On Tuesday, September 15, the Senate will hold a cloture vote on H.R. 3633, the CLARITY Act, determining whether lawmakers begin formal debate on the digital-asset market-structure bill.
Treasury Secretary Scott Bessent and Patrick Witt, executive director of the White House Digital Asset Advisory Council, have urged lawmakers to support the motion as crypto groups committed more than $190 million to political efforts.
The latest negotiating draft incorporates 114 amendments requested by Democrats, yet banks and crypto organizations remain divided over stablecoin rewards, anti-money-laundering controls and the division of regulatory authority between the SEC and CFTC.
Senate cloture generally requires 60 votes, giving the minority party leverage; Ruben Gallego and Angela Alsobrooks joined Republicans to advance the measure from the Senate Banking Committee by a 15-9 vote in May 2026.
A failed vote would leave the SEC and CFTC working under existing authority, as limited floor time before the 2026 midterm elections makes any secondary attempt to pass the CLARITY Act difficult.
