SAN RAFAEL, Calif. (KRON) — The Marin County Sheriff's Office has identified two victims found dead in the charred remains of a San Rafael apartment complex, which caught fire on Aug. 21. The victims are 62-year-old Tracey Lee Lowmiller and 68-year-old Pamela Lynn Scoggins, both of San Rafael.
