Second Civil Suit Filed Against Shane Roper in Fatal Crash
The complaint seeks $33,569.78 for a third vehicle damaged in the crash and says the Minnesota State Patrol is vicariously liable.
On Friday, May 15, Bristol West Insurance filed a lawsuit against former Minnesota State Trooper Shane Roper and the Minnesota State Patrol, seeking over $33,000 in damages for a vehicle involved in a 2024 Rochester crash.
The litigation stems from a May 2024 collision near Apache Mall, where Roper allegedly drove over 80 miles per hour, crashing into a Ford Focus and killing passenger Olivia Flores.
Court documents allege "Defendant Roper was negligent in operating his vehicle at excessive speeds," claiming the Minnesota State Patrol is vicariously liable for damages to a Toyota pushed into a ditch.
Facing nine criminal charges in Olmsted County District Court, Roper is also subject to a separate wrongful death lawsuit filed by the Flores family, though that federal case remains on hold.
While no hearings are scheduled for the county civil case, Roper's next criminal court appearance is set for June 24, keeping him engaged in ongoing legal proceedings.
