Saanich, B.C., Man Sentenced in Canada’s Largest Voyeurism Case Involving 652 Victims
Police say investigators identified 652 victims and seized thousands of images and more than 28 hours of video.
Yin Yeung Derek Chan faces sentencing today at Victoria Law Courts after pleading guilty in what police describe as Canada's largest voyeurism case, involving 652 identified victims.
The Saanich Police Department Special Investigation Section, assisted by the British Columbia Integrated Child Exploitation Unit, launched an investigation on Jan. 16, 2024, after discovering voyeuristic media uploaded online from Greater Victoria.
Detectives seized devices containing thousands of images and over 28 hours of video recorded between April 2017 and November 2023, capturing women and girls at beaches, businesses, and private residences without consent.
Police have formally contacted 40 victims, some of whom submitted impact statements before sentencing; Chan had a prior voyeurism conviction for filming a woman in a Capital Region mall change room.
Investigators continue identifying additional victims, with anyone affected urged to contact Saanich police by email; support services remain available through Greater Victoria Victim Services.
