- On the territorial issue, Sergey Lavrov defended Crimea's status, saying ending the conflict is impossible without addressing Russia's 'root causes' and that the 2014 referendum settled Crimea and Sevastopol's sovereignty.
- Some reports said Lavrov's influence waned after his Rubio talks, but the Kremlin denied those speculations even as Lavrov missed a Nov. 5 meeting chaired by Vladimir Putin.
- Against that backdrop, international reports found the 2014 Crimea referendum results were falsified, contradicting Moscow's account as Sergey Lavrov remains central through his UN General Assembly, New York role.
