India Hits Out at UN Rapporteur for Bias in Counter-Terror Report, Affirms Dawood Ibrahim in Pakistan
India said the report ignored UN sanctions records and called for greater accountability from UN experts after Ben Saul described Dawood Ibrahim’s network as India-based.
On Wednesday, Indian diplomat Raghoo Puri challenged a UN report by Special Rapporteur Ben Saul, objecting to the characterization of D-Company as an "India-based" organization.
India argued the report failed to reflect Ibrahim's status as a fugitive wanted for the 1993 Mumbai serial bombings, while UN records place him in Pakistan.
"Human rights framework cannot be the refuge of the perpetrators of terror," Puri said, criticizing the use of human rights mechanisms to justify extremism.
Separately, Puri rejected comments from the Pakistani delegation regarding Jammu and Kashmir, dismissing them as "pure propaganda" made for narrow political gains.
India continues to advocate for high standards of impartiality when UN experts release reports, citing the 1267 sanctions regime to address factual inaccuracies affecting Member States.
