A Manhattan man was taken into custody Tuesday afternoon on a Riley County District Court warrant stemming from a report filed earlier this year. Riley County Police say 68-year-old Roy Swartz was arrested around 4:19 p.m. Dec. 23 on a charge of indecent liberties with a child between 14 and 16 years old.
