He was born on October 24, 1860, in Tlaxiaco, Oaxaca. He came from a humble family. After his first studies, Rafael entered the Conciliar Seminary of Santa Cruz in Oaxaca, the religious vocation was not his own, so at the same time he left the seminary and then enrolled in the Institute of Sciences and Arts.
