The Salem County Prosecutor’s Office has dismissed criminal charges it levied against Penns Grove’s police director, Richard Rivera, saying it’s in the interest of moving the department forward.The office filed obstruction of justice and harassment charges in June, for alleged behavior by Rivera on May 20 — the day the prosecutor’s office assumed day-to-day control of the Penns Grove police department.
