B.C. youth watchdog points to stalled child welfare reforms
The watchdog says workforce, early intervention and community supports still lag, even as a new action plan and 2027 review move ahead.
- On Thursday, Representative for Children and Youth Jennifer Charlesworth released a progress report stating that while some significant changes occurred, overall child-welfare reform remains inconsistent across the province.
- The original 2024 'Don't Look Away' report and companion 'No Time to Wait' focused on the death of an 11-year-old Indigenous boy and 14 other children subjected to life-altering harm in foster care.
- Data reveals the number of youth injured or deceased while receiving government services jumped 14% to 7,371 last fiscal year, while child-protection staffing decreased by 76 workers since the 2024 report.
- Children and Family Development Minister Jodie Wickens and Attorney General Niki Sharma joined Charlesworth on June 16 to announce the new 'Child and Youth Well-Being Action Plan' and 'Outcomes Framework.'
- The Ministry is prioritizing the transition of child welfare jurisdiction to First Nations and developing a workforce plan, though a formal review of improvements will not be completed until 2027.
