Israeli rights groups report a surge of Palestinian inmates being shot with rubber bullets
Rights groups say 22 inmates were shot at close range, with some suffering amputations and fractures, as guards used force they called unlawful.
- Israeli human rights groups have documented 22 cases of inmates shot with rubber bullets, reporting a surge in the practice that has become routine violence in prisons. One of the 22 detainees is Israeli; the rest are Palestinian.
- Conditions in Israeli prisons deteriorated dramatically since the war in Gaza began more than three years ago. Following the October 7, 2023, Hamas-led attacks, authorities rounded up thousands of Palestinians, doubling the prison population to more than 9,000, according to Hamoked.
- Medical records from Soroka document a 45-year-old inmate whose testicle was "completely crushed" by a rubber bullet, requiring surgical removal. Other detainees report being shot at point-blank range in cells, with several stating they received no medical treatment for resulting injuries.
- Under Israel's prison regulations, guards may only use weapons when facing imminent risk, said Sari Bashi, executive director of the Public Committee Against Torture in Israel. However, the prison service's legal adviser defended the use of rubber bullets as "measured" and "appropriate."
- Muhannad Abu Ghosh, director of the prisoners and detainees division at Physicians for Human Rights Israel, warned the practice is "becoming another routine form of violence." Rights groups urge the prison service to end behavior they call widespread and unlawful.
