Luís Neves addressed an apology to the victims of the PSP agents, who would have been tortured and raped in the Rato team in Lisbon. However, he considered that the suspects "did not put the image of an institution that has given much to the country".

These seven PSP agents are joined by two other police officers who are in preventive custody after they have been arrested in July last year in an investigation reported by the Public Security Police.
Agents are suspected of crimes of torture, rape and abuse of power against people in a vulnerable situation. The case is being investigated several months ago and involves video sharing of alleged acts.
