Popular Uptown cocktail bar institutes new dress code, raising customer concerns

Shanice Phillips was looking forward to taking her friends out to her favorite Dallas bar, Parliament, to celebrate her recent marriage. But when Phillips arrived at Parliament with a friend in July, owner Eddie  Lucky Campbell was manning the front door. He told them that her friend, who is Hispanic, didn't meet his establishment's dress code because she was wearing shorts. Phillips is Black and was wearing a dress that night. A few minutes later, another one of Phillips' friends, Kayleen Gates, showed up to meet the duo but was told by Campbell she couldn't enter due to her pants appearing casual.
