Trump admin rule puts reproductive health care for 160K Pa. patients at risk, lawsuit says
The suit says the new alignment review could let presidential appointees screen grants for ideology and affect funding for more than 160,000 patients.
Pennsylvania family planning organizations filed a lawsuit in the federal Middle District of Pennsylvania challenging a new Trump administration policy requiring an "alignment review" for Title X grant applications.
The process, detailed in an April funding notice, requires presidential appointees to assess if applications match agency priorities, which plaintiffs argue enables HHS "to hijack" the program to fund organizations furthering a political agenda.
Combined, these organizations serve more than 160,000 patients with more than $12.6 million in annual Title X funding; Patricia Fonzi, CEO of the Family Health Council, stated her organization serves more than 31,000 people across a 24-county region.
Sara Rose, attorney for the ACLU of Pennsylvania, stated that conditioning Title X funding on political allegiance poses a "grave threat to public health." Plaintiffs argue the administration is bypassing existing Biden-era regulations without formal rulemaking.
Federal Judge Jennifer Wilson will hear the case, which centers on conflicts between the review process and mandates to advance health equity. Created during the Nixon administration, Title X provides contraception and health screenings to low-income patients.
