Odessa aims to reduce illegal dumping with new waste system

ODESSA, TEXAS (KMID/KPEJ)- Odessa city officials, along with solid waste department, are rolling out trash carts in place of dumpsters in some neighborhoods.  If you live within the Odessa city limits, you may soon see a new way to take out the trash.
