NYC Officer 'Unwittingly' Violated Sanctuary Laws by Sharing Immigrant Data: Investigators
A Department of Investigation report found a correction officer unknowingly breached sanctuary laws by sharing immigrant data due to lack of training, affecting at least two cases.
- On Thursday, DOI said a New York City Department of Correction officer unwittingly shared immigrant data with ICE, breaching sanctuary protections in 2024 and 2025.
- Investigators found the officer did not understand the assistance related to civil immigration enforcement, a confusion DOI attributes to lack of training and no guidance from Department of Correction leadership.
- The report details the investigator assisted federal agents on Feb. 5 in arresting Cristian Concepcion and provided November and December information on Pedro Mujica Villa Nueva to Homeland Security Investigations.
- City officials said they agreed with DOI Commissioner Jocelyn Strauber's audit recommendation and have begun implementing training, reminders, and curricular changes within the New York City Department of Correction soon.
- The findings come amid Mayor Eric Adams' push to reopen an ICE office on Rikers Island, the City Council's injunction against it, and a $92.5 million settlement over more than 20,000 undocumented immigrants.
