The watch was active for Cortland County."The Flash Flood Watch will expire for portions of central New York, including the following areas, Broome, Chenango, Cortland, Delaware, Otsego and Sullivan and northeast Pennsylvania, including the following areas, Northern Wayne and Susquehanna. The flash flooding threat has ended. Therefore, the Flash Flood Watch will expire at noon today," says the National Weather Service.
