NC Lawmakers Release Proposed $34.4 Billion State Budget
The plan includes average 8% teacher raises, 20.3% increases for some law enforcement officers and $700 million for Hurricane Helene relief.
On Tuesday, House Speaker Destin Hall announced North Carolina's state budget is finalized, with legislative votes scheduled for Wednesday in the Senate and Thursday in the House.
North Carolina agencies have operated under spending levels approved in October 2023 since the two-year fiscal cycle began July 1, 2025, making it the only state without a comprehensive budget for that period.
The spending plan allocates $700 million for Hurricane Helene relief while providing teachers an average 8% salary increase and law enforcement officers a 13% pay raise.
Following House and Senate approval, the bill moves to Democratic Gov. Josh Stein, who has 10 days to sign, veto, or allow it to become law without his signature.
The budget establishes a new personal income tax schedule, dropping the rate to 3.49% for 2027 through 2029, then declining further to 2.99% by 2033 and 2034.
