The Scientific Advisory Body to the Government of the Netherlands (TNO) stated that restrictions imposed by environmental standards are hindering NATO's rearmament ambitions.

The Dutch armed forces are in trouble. A secret report from TNO shows that the latest nitrogen regulations have major consequences for the army. Training grounds, barracks and construction projects are coming to a standstill. And this while Defence must expand rapidly to meet NATO standards. Nitrogen NATO Gardener

The armed forces are promised tens of billions of euros extra to grow, but in the meantime nitrogen regulations threaten to completely paralyze that intended growth. A new and as yet unpublished report from TNO makes it clear that almost all defense locations are in trouble.

Recent court rulings on nitrogen make it difficult for Defence to exercise, expand the number of exercise locations or maintain the armed forces' buildings. This is stated in a study into the impact by TNO, insiders confirm after reporting by De Telegraaf.
