SOUTHWICK — After the Select Board and Planning Board approved the appointment of former Town Planner Marcus Phelps last week, for the first time since two Planning Board members abruptly resigned last January, it now has the five members its needs to conduct business.“I’m grateful that you stepped forward to fill this role,” said Select Board member Diane Gale to Phelps, who served on the board between 2021 and 2023.
