Moe says province will do what it can for village dealing with cult aftermath
Saskatchewan has provided nearly $130,000 in municipal grants and expanded laws to aid Richmound after the Kingdom of Canada cult caused health and safety hazards.
- On Nov. 12, 2025, Saskatchewan Premier Scott Moe said the province expanded legislation to help municipalities manage derelict buildings and provided nearly $130,000 from its Municipal Revenue Sharing grant to Richmound, Saskatchewan.
- When the building's owner stopped paying utilities last year, Ricky Manz prompted Richmound to shut off water and sewer, causing toilet waste to overflow and members of the Kingdom of Canada group to dump sewage on the compound.
- Mounties obtained a search warrant after a firearm report and raided the compound on Sept. 3, arresting Ricky Manz, Romana Didulo, and others while seizing 13 imitation semi-automatic handguns.
- The Saskatchewan Health Authority ordered members out, deemed the building uninhabitable earlier this month, while court orders bar Romana Didulo from Richmound and residents reported severe emotional harm.
- The ministry says it engaged with the village on over 60 occasions, while Opposition NDP and Richmound residents urged government cost coverage and Doug Steele maintained communication, Moe said.
