A 21-year-old man who was reported missing last month was found dead Tuesday in a car submerged in the San Luis Rey River in Bonsall, sheriff’s officials said. A team of divers and search-and-rescue volunteers discovered the body of Isaiah Lowe after a day-long recovery effort, sheriff’s Lt. Darrell McNeal said.
