OLMSTED COUNTY, MINNESOTA, JUL 16 – David Brom, convicted for the 1988 axe murders of his family, will begin work release under Minnesota's 2023 juvenile parole law after serving over 35 years in prison.
- On July 29, 2025, David Brom will be released from Minnesota Correctional Facility–Lino Lakes, and he will move to a Twin Cities halfway house for work release.
- Under the new policy, offenders can seek parole after 15 years served, prompted by the Supreme Court ruling on juvenile life‐without‐parole and the 2023 law ending such sentences.
- A jury convicted Brom on Oct. 16, 1989, sentencing him to three consecutive life terms and has served over 35 years.
- Despite the board’s decision, many in Rochester remain uneasy, with Sheriff Kevin E. Torgerson describing Brom’s actions as `selfish, immature 16-year-old` and adding Brom is `benefitting from leniency twice`.
- His next hearing before the Supervised Release Board is in January 2026, release will include GPS monitoring and job‐search supervision, and work release inmates remain in facility custody off‐limits to Olmsted County.
