Microsoft to be hit with Opera complaint to Brazilian antitrust regulator
BRAZIL, JUL 31 – Opera alleges Microsoft uses manipulative tactics and exclusive pre-installation of Edge to limit competition, despite Edge holding only about 13% desktop market share globally, Opera said.
- On July 29, 2025, Opera filed a complaint with Brazil’s CADE accusing Microsoft of anti-competitive practices limiting browser choice on Windows.
- Earlier this month, Opera took the European Commission to court over Edge’s DMA exemption, following a July 2024 appeal to the EU General Court challenging Edge’s gatekeeper status.
- According to Statcounter, Opera holds 2.6% of the desktop market compared to Edge’s 13% and Chrome’s near 67%, with Opera alleging tactics hinder switching.
- Opera is asking Brazil’s CADE to investigate Microsoft and impose remedies, while Microsoft has not responded and Aaron McParlan said `Opera prefers not to comment on such elements of an ongoing case`.
- Success in Brazil may embolden challenges from India to the U.S., potentially fracturing Microsoft's browser dominance, as Opera warns its victory could reshape defaults worldwide.
